Image Rich Media Flash Advertising Banners

Looking for a creative, flash wizard who is able to create Rich Media Flash Banners & Flash intro's on the fly. The wizard i am looking for is also an excellent Graphic Disigner. Winner will selected based on portfolio. Bid's will be based on just one flash banner/intro, but there will be several banners that need to be produced. Just need to have a set of banners done for a campaign.
12 banners total (6 Flash and 6 gif)

Basically one banner per format (Sky 160 X 600, BigBox 300 X 250 and Leaderboard 728 X 90)
So 3 banners X 2 formats (Flash and gif) X 2 language (English and French)

We will suply the text to be includeed in the banners, you only have to do the Flash and backup image in gif

Banner texts will be turkish, the animation we needed is not a big deal, just needs a good concept for all banners.

we will be creating a shortlist of qualified companies/individuals. In mid-September we will provide a more detailed brief and a non-disclosure agreement to all who qualified and ask you to re-quote based on the increased details. Programming will begin in October.

We recognize that this second quote may differ significantly from the first quote.

We will provide all layouts and graphic production to established specifications. We are only looking for programming.

content/creative of the banners would be generic/mock, as the demo is only for the purpose of displaying the functionality of Rich Media. Additionally, the open source code would need to be made available on the page, as the demos will serve as an instruction for a creative designer, who plans to build upon the code to create his own rich media banners. The banners would need to be able to function in an MS ISS Server environment where PHP is disabled.
