Custom Php Script To Parse Xml And Csv Into Mysql

I need a script that can parse an XML or CSV (csv, txt, tab, pipe, ect.) file into Mysql but it has to store all the data temporarily before importing.
Example:
I have 5 files, 3 are xml and 2 are csv. I need to upload each one separate but all the data needs to be stored in a temporarily file or something. Every time I upload a new file it would append the data to the temporarily file. Once complete, I would select a button that would add all the data from the temporarily file into the database.
Function:
When I select a file to upload (or the url to the file) I choose a company from a drop down list. When processing the file the script will check the database for the id and save the data in the temporarily file in this format: local id - source id - company - value. The "local id" is found by checking my database WHERE source_id = source_id. The company is the one I selected from the drop down list.
This is a very simple script and should be clean and function properly.

I can provide you with the C# code which is commented and the steps needed to extract the information along with the flash file from which you need to extract the data. I also have a screenshot of the final data the end user should be able to see once extracted from the database.

The format of my import files is always the same. I just want a Browse Button to select the file and and Import Button to do the rest.

We have custom PHP script "www.storitev.si" which we want to re-design, design is already made, visible here "nov.storitev.si" (new design).
So basicaly you have to KNOW => XHTML/CSS; PHP and JavaScript in order to modify the script in such way that site will be using the NEW design.
NEW design is already coded in xhtml/css.

We are creating custom pdfs using a php script that compiles them and places the file in a blob in the DB. The script then forces the download and the user can then save the file to their desktop.
This script is complete and works as intended.
THE PROBLEM:
The file downloads correctly in firefox and safari, but not in IE. IE instead attempts the download, but then throws an error. I need a programmer to investigate and solve the issue.
