Image Effect With Javascript/flash - Plasticsurgery Website

I am looking for someone who is familiar with image processing with javascript experience.
This is basically an image effects for my webpage for women to check breast enlargement result before surgery and to choose the perfect implant size, or just visualize a bigger size....
The funtionality is almost similar to the iAugment Iphone app (please try it - it is free) just for my plastic surgery website (NOT AN IPHONE APP!).
Process:
Step 1: user upload a photo about herself on the webpage
Step 2: she selects the first center of her breast
Step 3: she selects the secound center of her breast
Step 4: She adjust the size of the circle for perfect fit
Step 5: she can adjust the slider for specific breast enlargements
Step 6: she can download the new pic (a., just the new one b., old and new pics side-by-side), or can upload to facebook, twitter. The picture should watermark the name of the website (or any string)
Prefered technology: javascript (maybe flash, if javascript functionality not enough)
Server side funtionality (if any necessery): php, mysql (drupal based website)

Graphic design with photoshop for website
you can find some clipwear it is possible to implement it. The image should show what the website does in a graphic way. The image will be around 800px width and 400 px in height. Please get to me with your portfolio and experience. When I find your portfolio interesting I will get back to you with the details. For an experienced photshop professional it will be approximately 1 day of work, please give me an approximte price for that.

Flash Scrolling Image Effect
an essential but we still need the facility to update the images and links in flash CS4 so instructions would be helpful.
We would like the end user experience to be as smooth as possible so the swf file will need to load very fast, then load the images in the background, so the user does not need to wait for images to load. Please let us know if this also can be achieved.

Image Change With Browser Refresh
fore I would like a cost for some sort of easy script so that I am able to display up to 5 separate images max on web page, maybe 3 or 4 to start, with the ability to add further, along with a small amount of text for each image at any one time on one of my web pages until you refresh the browser whereby another set of images and text are displayed. The images/text to be made so that they can be hyper-linked and the browser refresh as to work across all browsers.

Image Map With Tooltip

i have an image (map) with 15-20 item. I need that when the mouse go over the item it show a tooltip with 1 line information for the most item and 3-4 line information for 4 item. The project shoud be in html (also with script) , It shoud go as iframe in joomla 2.5 site.
