Goal is to have a working plugin gateway for playsms. if you will work on the project you need to send us your test website IP so that it can listed on megamobile whitelist to be able to work.

I can provide the NAB documentation, however it does not specifically relate to what I am after. NAB also requires the information to be sent in XML format, however the gateway itself will have to be in php.

So when the payment is confirmed (done automatically) a fee is added to the order as a separate order row. But most of the times the total order value and tax values are not updated on the order. So this needs to be fixed so that it is waterproof.
If there is not a fail-safe solution you may solve the problem by adding the fee to the order in another way, we only care that its added and that its specified in the order.
