Wordpress Site Based On Existing Template

I have created a WordPress site and need another WordPress site built using the same template. I could do this, just don't have the time. I will supply all the content.
Developer will need to:
Create the new site and post to another url until final approved
Move the final approved site to an existing domain (ftp info will be provided)
WordPress will need to be installed on existing domain
Tweak content until approved
Add blog area to both the existing and the new sites
I will supply:
Access to the site we are using as a template (http://fraudredteam.com/)
Masthead graphic
Other graphics if necessary
all text
ftp access
guidance

The site is http://www.studiodarien.com/. To reiterate, the layout is to be the same, with a different background image (to be supplied by me) and the same background wallpaper. The WP template provided should have all the same menu headings and sub headings.
The template would be 1st viewed and tested on your servers, then uploaded to my live servers.
I wouldn't expect it to be very many hours.

One of the dots will show current location of the photographer (this will be set using doppler.com or manually from an administration panel on Wordpress. the page will also provide a text form to send emails.

We just need Wordpress integrated so the client can have a NEWS section where Wordpress Posts appear. We will provide FTP access and install the MYSQL database and install Wordpress.
