Jpeg Image Adaptive Compression( C++ & Opencv )

i need someone that could modify my program which has to do with jpeg pictures(on visual studio 2005 - 2008, with opencv library).
the program is suppose to work this way:
1. take high-quality photo( have done this )
2. find faces( with opencv, have done that part already myself)
3. compress facial areas with high-quality JPEG compression and the rest of photo with low-level. First you need to create a compression map. Values in the map range from 1 (lowest quality) to 100 (highest quality). 100 - face area, 90 - area just near a face, 80 - area near a face, 1 - everything else.

attached is a file with further details.

I need the final code, and the whole program.

Jpeg Image Separation

I have a jpeg image that has four separate images that I need to have put into four separate colored images. I have attached the file that I need to have separated. There are four bears in the image that are in four different colors. I need to have the bears broken out into four separate jpeg images with each one set to a different color as seen in the original image

Jpeg Image To Css/html Layout

I made a design for a website and exported as a jpeg image. I also have the project file (png). I need it made into a CSS/HTML layout. All text should be actual text and not image. I need to SEO this site very well so this CSS/HTML layout should be set up to be easily SEO'ed (which is why all text should be actual text and not images). The faster this can be done the better.
