Adaptive Image / Picture Compression( Jpeg. C++. Opencv)

i need someone that could write a program that works with jpeg pictures(on visual studio 2005 or 2008, with opencv library).
the program should do the following :
1. take high-quality photo( from a camera, a webcam for example or from a file )
2. find all faces in the picture ( with the help of opencv )
3. compress facial areas with high-quality JPEG compression and the rest of the photo with low-level.
First you need to create a compression map. Values in the map range from 1 (lowest quality) to 100 (highest quality). 100 - face area, 90 - area just near a face, 80 - area near a face, 1 - everything else.
attached is a file with further details.
I will need the final code, and the whole program.
please use commentaries when writing the program.
documentation will be needed also.

Display Dynamic Captcha In Picture Box In C# App
the web form's URL, the IMG tag PHP script creates the captcha and display it in the form, in the webbrowser. When I put the above CaptchaSecurityImages.php in the URL for the picture box, a whole new capcha is created. Therefore, the captcha in the picture box doesn't match the captcha on the WebBrowser object's web form.
If anyone knows how to do this, bid on the project. All I want is the same image displayed in the picturebox as is displayed in the webbrowser's web form.

Image Sequence Compression Using Matlab
The components in the matrixes orig_image, comp_image and reco_image should be the integers.
The size of the reco_image should be same with the size of orig_image.
Can't make any modification of the provided functions expect Compress.m and Decompress.m.
Can't read the image file when you modify Compress.m and Decompress.m
