Back-end Website - User Account And Payment Gateway

Unfortunately I have been messed around by a programmer and he hasn't replied for 3 months. This could be the last time I use ScriptLance as I am losing confidence with the loyalty and competence of the programmers. Please let my experiences be a one off.
This was the original project description:
Hello,
I am looking to setup a website similar to myusabox.com but based in the UK which would allow people living outside the UK to have their own mailbox in the UK to save on international shipping costs. It will almost be a clone of the website.
I need someone to implement a website whereby users will be able to look up shipping rates based on their location and the weight of their item, information about our services, an account system where users can log in and see what items are in their mailbox and be able to release them whenever they want and a payment system to charge for shipping and storage accordingly (this can be done by PayPal). Users must also be able to access their personal details and be able to change them easily. The home page must be attractive, as must be the whole website, and show the packages we have available.
There must also be a simple admin area where we can control users accounts and add/remove items from their online mailbox when they come and go. We must also be able to change pricing easily.
My budget isn't huge so please bear this in mind when bidding.

The programmer has also done quite a lot of the back end stuff but I'm not sure how much as he left the project without saying anything. I believe he used JQuery but it isn't essential to keep using this. I just really want the website up and running.

Freelancer 2.9 and Payment Gateway Install and setup by Uday2005
installing the two scripts (Freelancers and Payment Gateway), plus the d_projects.cgi that displays a handful of real projects from the scriptlace site. If you have a working example of what you have done with this script, please mention in the PMB and mention what is and isn't included for your bid. Prior experince is welcome. Once this is done, we need to move the website to a MYSQL database as a separate project. But the first priority is to get it up and running.

Merchant Acct/payment Gateway
setup fee's or a big percentage for transfers. Like 6-9% for example. I dont know if this can be done, but i want to own the gateway, so there are no fee's for the wagerer or our business. The gateway must allow U.S. residents to make deposits and all transactions must be converted into USD. Account Creation And Payment System
the picture generating program and now we need to create the backend that allows a visitor to sign up and pay to see the final image displayed. The customer will create a profile that allows them to save images that they have created and view and print now or later. We are working on the project outline now and will post it later. In the meantime check out the site and start thinking about how you will do this and how much you will charge us. We are wanting this done ASAP. Thanks!
