Flash Media Encoder & Flash Player

I need a way to record 5 minutes of video using the flash media encoder and then the 5 minute file be uploaded to my ftp. A chunk file is fine, but some sort of batch file will need to be written to properly name the files and then upload them.
Each 5 minute clip should have a unique time/date or unique file name.
For example, a series of clips for today march 22nd 2011 between 12:00pm & 12:15pm would be named
march222011-1200
march222011-1205
march222011-1210
march222011-1215
An example of a series of clips from today, march 22nd 2011 between 5:00pm & 5:15pm
march222011-1700
march222011-1705
march222011-1710
march222011-1715
I then need a flash player that can grab the latest, fully uploaded, 5 minute clip. So a script that would know the current time and grab a file that is at least 10-15 minutes old.
I would also like to be able to archive these files and have a player that can display a list of archived files and play one when selected.
Since these files will be archived & played on a website player, I will need a way to compress the file size.

Dreambox live stream to Flash Media Encoder ( FME )
ith the Adobe Flash Media Encoder 3.2 (FME).
FME only accepts devices, but we have only a stream URL from the Dreambox webinterface which looks like this:

We need the raw stream from the Dreambox to FME. So no virtual webcam solutions please.
Maybe there is a way using VLC?

purchase there is a token ID and SWF verification in place ( see http://kb2.adobe.com/cps/405/kb405456.html). A purchase leads to a page with a link. Once clicked on video can be viewed by viewer at that IP Address for 24 hours only. Once the link is clicked then the player starts and the video is streamed from our CDN, and the timer starts.

This is not an adult project, but will receive a very large number of hits with the camproviders in the 10'a of thousands. What I want is to configure my FMIS 3 to give service to clients in Live Broadcast, So the clients connect to the server true flash media encoder and go live with the camera and microphone.
