Twitter Application With Media Share

I have a twitter application that is 90% developed. We need someone who is experienced in the Twitter API, highly skilled with Code Igniter and has great php skills. Our application is meticulously developed and is as lean of a scrip as possible. Whoever we end up chosing, it they are committed and work well then we can talk about a long term gig.

Create a Twitter application that allows the user to post to multiple accounts.
Must also integrate with bit.ly to track clickthroughs on links.
Integrating with a Twitter stream is not necessary. This is only a posting application, not an interaction program. The interface can be simple- this is for personal use.
The ability to schedule posts would be a bonus.

I am looking for someone that already has experience with the twitter api to work on this project or has worked around the twitter api.

Once the script is updated to work again, there is a couple other features that I would like to add into it. So there is more work if this one is performed correctly.

The tweet will be checked for words on which it can be automatically placed in the right category. Users can browse those categories and see the archived tweets. If an tweet is in the archive for 30 days, it will be deleted.

I am looking for a developer to create a twitter application where users can send a message with their location and get an automatic reply with a list of users at the same location.

The user should then be able to contact the other users who are at the same location via twitter.
