Internet Access Time Restriction Application

I am looking for a small software desktop application that would enable an administrator to restrict the usage of Internet access by the time of day. The aplication should be able to be used on individual computers and via a network.
The software would be targeted to parents and business owners, who would have an interest in restricting times of internet useage.
The software should be password protected for the administrator and be difficult to bypass. The software should continue working even if it is uninstalled. Setting the clock forward and/or back should not effect the software.
The software should also include a feature that enables the administrator to set specific dates and times each day, in which the user can access the internet. For instance, the user could chose that from 3pm-8pm each weekday, Internet access is restricted. Additionally, the software should also include the option for the user to change the internet restriction times each day manually.
A bonus feature would include the software being able to create exceptions for specific websites to be visited. For example, checking email would be allowed. Or access to an email client such as outlook or thunderbird.
As a bonus, the screen that is displayed when a user attempts to access the Internet at a restricted time should be customisable for the user, by being able to input their own text.
The software should have a clean and easy-to-use interface and be branded with my logo. I will supply the logo.

2) User won't be able to know whether that thing is getting logged and this information shall not go out from this pc to any other pc and we can check the logs whenever we wants.
