Php Mysql Twitter Facebook Api Script

Need a script to power sites similar in idea to qPomp.com (see for reference) but with some differences.
It's a simple to implement idea: A seller posts a possible deal as on groupon (ie. "I will give a 50% discount coupon on my cool online store if 20 people share my link:... "), people share it by Tw/Fb with this site, and after a predefined number of shares all sharers receive the coupon/offer link.
Differences required for our project:
+ When an offer is posted there should be the option to also post it for free. Featured (paid) offers show on top in listings. Featured fee will depend on offer duration and merchant will be able to select how much he pays per day to stay higher in listings. Merchant specifies daily fee and duration when adding a coupon. (i.e. 0.5$ /day x 30 days offer duration = $ 15 total price). Should be a drop down with sponsor fee values to pick from (free , 0.5, 1, 2, 3, 5, 10).
+ User connects by Fb, Tw. It should post on his status that he joined the site and also when he creates new offers or wins a code. Sharing deal info should be automated as after connection (one just previews and clicks send; also prevent user from altering the original message - maybe only add some custom text if space available).
+ Seller can ask custom requirements for group sharing (only Tw, only Fb, both, number of shares required for each or as sum), to accomodate sellers that prefer Fb/Tw more.
Maybe some filtering: only accounts in certain country count.
+ Sellers can post instant gratification deals: user gets offer/coupon right after sharing by Tw and/or Fb.
+ Sellers get offer links and html code for deal widgets to place on their site. (ie. Share this with your friends to get 25% discount! )
( In addition to offer links being published to their Fb/Tw. )
+ On first page and each category page there should be listings with active offers (ie. 10 most recent, 10 most popular (shared)) and view all links. Sorted by bid and then the other criteria - sponsored will always show on top with different color.
+ Site should be connected to a facebook page and twitter account from back end and post anytime a new offer is added, an offer completes successfully.
+ Integrate other payment method alternative to paypal (suggest)

Script should be easy to translate and re-designed. A multi language and template system is preferred (ie Smarty).
+ All source code is required for future development / other projects. Please specify if any restrictions are involved (like protected libraries or technologies, copyrights, patents).
+ Hosting requirements info and detailed installation instructions.

I need someone to make and install a PHP & MYSQL Login and Registration script to use for a website. I want it to have the login table where you can either sign up or log into the site to be able to use the site. You must be willing to make the script and install it into the database!

1. A field for a description of what's being tracked.
2. A query to pull and display all url's being tracked, searchable by the description field.

I have lots of galleries from different sponsors in database.
When gallery is listed, all galleries from its sponsor can
not be listed for the next 3 days. After that all galleries
from that sponsor are again available for the selection.
