The plugin has to remember a users IP and when the same user tries to register a new account, with the same IP, a message should inform the user, that there is already an account registered with that IP - Exactly how it works now, when you try to create a new account with the same email.

Slight modifications required on the template like banners on top right and sides, and changes to the internal pages.
This site has an autoblogger setup, and I plan to have that on my site too, so if anyone can throw in a wprobot as part of the template design that would be great (Not a requirement for bidding, nice to have feature).
