Regional Search Function For Wordpress Theme

I have this Wordpress theme http://appthemes.com/demo/?theme=classipress and want a regional search function that allows users to select their city first and then ONLY ads in that city are viewable like at http://www.gumtree.com/?hp=1 or even http://www.craigslist.com. There are several ways of doing this however I need a 100% accurate solution and want someone who has experience with this type of project. I do NOT want to buy a script I already have this one and do not just want a city or search search function since I already have a functional search. Additional information on regional search functions can be found at http://www.awpcp.com/premium-modules/regions-control-module/?ref=wp HOWEVER IT WILL NOT WORK ON MY THEME. I just wanted to give you as much information and reference for a more accurate bid.

Front Page Thumbnails For Wordpress/ Theme Editor
I need wordpress theme to be edited so the front page will show 3 columns of thumbnails corresponding to each category. It will take the thumbnail from the latest post in that category. Also I will need to exclude 2 categories from it.

When a user is searching, the results of research have to prioritize the Listings ( posts ) over the Events.
Exemple : Quartier Latin is a listing. When someone search Quartier Latin, he has to browse 4 pages of events before finding the listing, because all the events that take place here come first.
