Windows App In C-sharp

I would like to have an email encoder in C-sharp similar to this one:

The same but mine has to be a desktop app to work on XP, Vista and W7. Complete with installer. My program will not be free. It will be sold for a small amount. The customer has to order it fom my website and pay for it. When the payment is approved, I would like to send a registration key. I want the app to check over the internet if the registration key is valid every time it is used.
So what I need is:
- an order form on the internet: this is just something basic, something I can easily integrate into an existing website
- a MySQL database to keep track of customers
- a payment gateway like Paypal or Moneybookers

Windows app - transfer html to csv
I need a small Windows app to transfer sections from html file to a csv file.
There are a number of tagged sections in the html files
eg, <region1>this is demo text</region1> etc
These would be transferred to a related column in the CSV file.

Reverse engineer (decompile) and update small windows app

I haven't used it for some time and when I loaded it up this morning the results were different than I expected.
I do not have the source code so it would need decompiling and then changing.
I've attached the a zip with the exe.
I should imagine it is just a case of updating the code that performs the search on Google and parses the scraped results.
The rest of the code would remain the same.

Blackberry & Windows App Needed
We need a Blackberry and Windows App version of our iPhone and Android app, so it has the same features. If you need a php file created then we can do that for Blackberry and Windows app if it helps speed up the process.

In Xcode he can build it with no problem. But when we try to archive and validate the app we get an error:

Windows 7 32 bit/64 bit compatibility(.NET Windows app)
