Upload Youtube Url Script To Existing Application

I'm looking for someone who understands YT's API that can develop or implement a script that allows embedding a video using a youtube URL.
My current website, www.flickwit.com has the option to upload a video using embed code, but I need to change this to the URL. Also, the video image (thumbnail) will need to be managed into the script so that it is visible in the thumbnail listing.
The video metadata will also need to be aligned with the respective upload fields.
An example of what I'm looking to achieve is here : www.shortform.com
Please only bid if you are very certain you can do this.
I'm also looking for developers that have more than 10 completed and positive reviews on Scriptlance.

Few enhancment to existing application
using string comparisons to control the application, a lot of examples exist in the applications and this part is not very difficult.
this is 4-5 hour work, and i would need this within 3 days. and all the code should be well documented and commented so that further changes can not be difficult.

This task will be very straightforward and simple. I estimate it will take around 10 hours for a good programmer. I am just very busy lately and can't take on another project. All I want to do is add another tab to my application and the functionality will be very simple. Youtube blocks access if too many API requests are done, to get around this we can check API response errors and If API response results in quota errors block the requests for some time (10-15 minutes) which should reset the block - we can check the API response from one server and if it has reached it's quota delegate jobs to next server.

I need php script to download flv videos from youtube to the server. Something like http://rg3.github.com/youtube-dl/documentation.html but with php implementation. So script receives one parameter youtube url and saves the video on server.
