I am looking for Perl and CGI expert to do the following to forum with perl4:
1. Sticky threads : A user should be able to create a 'Sticky thread' by editing a normal thread and changing its status from "Normal" to "Sticky". Also there will be a field to enter expiration in number of days. A thread will remain as sticky thread for the given number of days and could be managed as a normal thread after the expiration date.
2. Thread Rating : Visitor and members can give a rating between 0 to 5 to a forum thread. In order to avoid repeated attempts, the rating of a thread will be restricted to one from an IP address.
3. Posts per day with post members : By default a new member can add 30 posts per day. Administrator should have the privilege to change this limit with respect to each user.
4. Settings for private messaging functionality : Administrator should have the privilege to disable private messaging (PM) for each user. Each member will have the privilege to stop PMs to his profile.
5. Members can edit the thread title : Every user should have the privilege to edit the thread title of threads under their ownership.
6. Topic appears Thread Topic before meta tag : As of now, the Title tag displays only the forum name when a user view the forum page. The title tag should always display the viewed forum name and thread name in the following format,

CGI expert required urgently.
veral other sites and it workd perfectly either when I upload a .htaccess file or I rename the .html file as .shtml
But in this case, the problem is :
[1] The server is not accepting .htaccess file [the file disspaears as soon as I upload it.]
[2] Even though the html file is renamed as .shtml, the results of the script are not getting displayed on the page.
A quick project for any CGI expert. Just make the results show up. Thats all.

Perl And Mysql Queries Faster
The database in use at this time is about 1Mb, about 2Million rows), but it will need to be over 2gb of data once the code functions at full speed.
Any charges quoted must be full costs and complete to fix the slow queries. No extra charges are available. That is Full costs MUST be fully known and complete before any job is posted for me.
Data is poor quality e.g. For example not normalised, at this time and uses some REAL variables for BOOLEAN values.
