Sending Email In Vb.net Without Smtp Server

I need someone who can create a Visual Studio Vb.net project to show me how to directly send email without the use of an smtp server. Using MX lookup or something similar to that, I'm not exactly sure how it works.
I need a project file that meets the following criteria
1) Fully commented code explaining what is happening each line
2) Needs to be able to send to many contacts (TO/CC/BCC) etc
3) Attachments
4) HTML / Plain text email
5) Set the email priority
Pretty much anything you can do in System.Net.Mail just without having to use an smtp server just talking directly to the mail server.

Postfix Smtp Server Troubleshooting
Postfix SMTP server was succesfully setup on our Centos server with DKIM (OpenDKIM) and SPF (OpenSPF). However, when we attempt to connect to the SMTP server via Telnet on the port 25 , it says" Connection closed by foreign host."

Add multiple SMTP server/ MTA addon functionality to "Interspire email marketer" application. The objective is to divide the current mailing load between several mta's.

I set up AuthSMTP correctly in Exim on my server(my server uses Exim as mail agent). I'm able to send emails out from my server using Horde, Squirrel, etc.
But in the script, welcome emails are NOT sent out anymore after I made the change.
I would like the script to be able to send out emails like before. However, I'd like to keep the changes I made.
Need your help asap. Must be able to chat.

Automation in sending Email & SMS
We need a Email & SMS send out program in Php & MySQL. This php program will extract the sender lists and the content from the table in MySQL server and only send out the "new" messages from a smtp server. This system will record the history of the sending out messages and the senders. The final products will be add as a cons job in php/mysql server.
