Osc/php Pro Needed For Quick Fix

I have a newsletter unsubscribe link that is sent on the bottom of newsletters.
The link is: mystore.com/unsubscribe.php&email=myemail(at-sign)mydomain.com
Once there at that page, there is a button to confirm.
Problem is that the "at-sign" in the email address is being stripped out.
It's not doing this on another site of mine (php 5.2.9) but it is on this site (php 5.2.12) so I'm guessing it could be a php issue??
I need the "at-sign" to not be stripped out and properly passed so that the email address can be found.
I'm quite sure this is a quick and easy thing to deal with so bid appropriately. In fact, if you wish to simply let me know how to apply a fix... that's fine too... I'll still pay for the info.

What seems to be happening is that account info is going into customers field with id value of 1 but address book value is not in sync.

This error must be completely fixed wherever it appears.
