Open Full Window When Iframe Page Changes - Easy Job 2

This should be a quick and easy job for the right person and I need it right away. Do not bid if you can't start work immediately. You also need to be available via online chat...I prefer skype.
I current have a page that contains an iframe in a div layer. That iframe is opening a page from a 3rd party site that contains a form.
I do not have control of the page that appears in the iframe since it is from a 3rd party.
What I want to happen is after the user completes the first page of the form that is in this iframe, the next page needs to break out of my iframe and open full-window.
Currently, when the user submits the form from the 3rd party page, the second page of the 3rd party site opens up within the iframe. Well, because the iframe is small, that second page form is not possible to fill out because fields are behind my frame page. The submit button is way below the opening, etc. You get the idea.
So, in order to make it possible for the user to complete the entire process, I need that second page of the 3rd party site to break out of the iframe and open in a new window.
I do not want scroll bars on my iframe, so that is not an option.

When you have about 100-150 in cart click on your link cart on the left side
You will see all the different links you have added. On the bottom there is a button request link exchange.
It is sometimes best to do this in the opera browser, since when you validate (and sometimes you have to do it several times when you have a lot of links) then you can go back to the page you were working on with the return button.

Floating Window On Web Page
We have a web page created and up and running. We are looking to add a floating window when you roll your mouse over a link or image.
The window would then disappear when the mouse was moved off the link or image. The window would be simple small size with a few attenion getting text.

Open a window when "X" is clicked

The catch is that I do not want to have this window launched if the window is clicked by any kind of link, such as from a form button, that closes the window with Javascript (e.g. using window.close()).
I'm not sure if this is done with JavaScript or with AJAX. Can you let me know which you'll be using?
