Php Developer Needed To Customise Php Pro Bid

We're looking to hire a PHP developer who can heavily customise our PHPProBid script (www.phpprobid.com).
Please only bid if you have experience customising PHPProBid.
Overview
We're using the script as a Referral website for Jobs and not as an auction platform. Sellers are Employers, Buyers are Referrers. Everyone initially signs up as a referrer. If a referrer recommends someone who successfully gets employed, they receive a reward fee.
Referrers recommend friends to the site in 3 ways:
1. Send link to a friend
Mods - email system sends email to referred party (existing) and the seller (new). Data is recorded within the referrer's account.
2. Referrers upload friends details directly to the website. To do this we want to change the 'buy-out process' to become an upload form. All data will be recorded within the referrer's and employer's account. We'll need to stop the buy-out from closing the listing. Referrers can refer themselves if they wish.
3. We'd need to add a ‘referred by' box to the registration form, this will be recorded within a person's account.
We're using the site in store only mode with subscription packages.
Seller verification (we are using this as an account setup / admin fee, charged annually)
Mods – We want to move the seller verification payment to the end of the payment process. So, employers will select a subscription package, list their job and then pay all fees in one checkout.
Changes to Payment Process
Employers will be able to set the reward fee when listing a job, ?200, ?500 or custom amount. We will not take this payment upfront.
We'll need to charge VAT on listings, but we want this to occur in the checkout.
Changes to Listing Process
We want to move ‘Location' from sell_item_settings.tpl.php to sell_item_details.tpl.php, plus add an additional ‘City' input field.
Remove the payment & shipping step.
Account Changes
When an Employer deletes an application a rejection email is send to the applicant. Plus, the status updates in the referrers account to display ‘rejected'.
Category RSS
We'd like to set up RSS feeds for categories.
That's the bulk of the customizations. There are a few others which many of the plug-ins on probidv6mods.com saccomplish, such as an extra point system / reputation, Google maps, Store RSS.
We'd also like to integrate a forum using vBulletin, syncing usernames, reputations and profiles.
