Wordpress Theme

Need to convert PSD to WordPress theme.
I have made PSD files, and they need to be converted to WordPress theme.
Web site need to be bilingual, and It will have pages: INDEX, SERVICES, PORTFOLIO, ABOUT and CONTACT.
Also need to create PROJECT INQUIRY FORM that will send contact info to my mail, and simple CONTACT FORM that will be on CONTACT page.
Site need to be coded in W3C VALID HTML & CSS, need to be SEO Semantic coded and load speed optimizated.

This is a VERY SIMPLE to clone. I will only choose someone that is an expert in wordpress and this must be started on right away after I hire you. I will select a bid right after posting this project.

a nice clean look. You can use pre-made themes and modify them. Looking for dark green/light yellow/ brown colors. Maybe a little of gray and white background for the blog posts. Looking for 2 colums only. Wide at least 1000px. I have looked over 500 custom themes via google search so don't just send me something you found online and try to sell it to me. Looking for unique stuff. Looking for more of a magazine theme. Must be up to date and work with current WP version and with most plugins.
