Create Custom Features For My Php/mysql Script

I have a php script that is similar to fiverr dot com.
I want someone to create 2 custom features that will work with the script on the both the front end and back end (admin area)
1.Points
I want to add a reward points system where all user earn 2 points for every item they buy or sell. I also want there to be a user area where they can manage their points and an admin area to also manage the points (as well as add or delete user points). There should also be an area where users can cash their points in for prizes (so there needs to be an area for admin to add those items.
2. Trade Option....(also to work with the points)
I want to add a feature where a user can make a trade offer on an item instead of purchasing it. So there will need to be a button next to the buy button of each listing that a user can click. Then they will have to fill out a form that will post for the seller to read. Then the seller will need to accept or reject the offer. Then each user has to click a button within 15 days to say they were happy with the trade.(for each successful trade, each user should be deducted 5 points)
This needs to work with my php/mysql script.....and I am open to ajax, javascript, flash or whatever method you can use to make this work good, and look good!
I will send the script to the winning bidder.
I also need this job done within 1-2 weeks.
