Digg-type Web Application In Asp

We need a social news bookmarking script similar to Digg.com written in ASP and to work with an MS SQL database back-end.
1. user must register to submit a link (by category) and short description, or comment/reply to comments within an article.
2. during article submission, the site takes an image thumbnail and article headline from the user's submitted link and is able to post this to the appropriate category. It also checks for duplicate submitted links.
4. users can comment on any submitted article (limited characters), again only if registered
a. users can *also* vote up or down any comment (thumbs up/down image), so a comment rating system also needs to be implemented
b. top rated comments are sorted to the top on each refresh based on overall votes
c. comments are automatically hidden if voted down (in real time - AJAX), or if they reach below a given threshold
Please provide samples of your work that relate specifically to the above if possible - the more like digg with register/rating systems (anywhere on your site) the better. Will need a sample to prove you have relevant experience.
Must be built so that developers can easily add features and functionalities and we continue to grow the site. I would need to have the ownership and full-source code. If all goes well, I will work with the same developer to continue expanding the script.

b)a mobile interface (to be acceset by mobile phones/iphone/pda/ web browsers) where students can login and get announcements/ infos from the subjects/ week schedules etc
I have attached a part of the work to create the idea;
