Php Link Parsing Web Application

I need a *HIGH QUALITY* php link parsing web application. The application should be mysql database driven.
The application will scrape specific web pages for software programs and check to see if a specific program has been updated. If a program is found to be updated, an alert (email) is sent to tell about the update.
As all the web pages are different, the specific link to be monitored should also have some regex options to specify the exact link in the page we are monitoring (eg, pages with multiple file downloads, versions, etc).
The application should have a CRUD "admin" interface where admins can add specific urls (+ regex for specific page) to be monitored. The admin page should also feature a "test" option for new links added. The test will simulate the page parsing and regex filter, to see if correct link is showing up.
More information will be given to serious applicants only. Input validation on the web application is a serious must. Secure coding required.

Amazon / Ebay Store Web Application

The eBay store is using “Good till Cancelled” listings which retain the same auction ID unless they are cancelled. From what I understand all aspects of this project are possible by using both the eBay and Amazon APIs.
