I need a web development with 3 access levels, for 3 different types of users (clients, companies and suppliers), and need an email alerts system integrated. There will be a paid and non-paid access for clients and suppliers as well.
The clients will login, place a request for proposal (RFP)for services. The companies will login, and see the RFP's, and will post their requests to the suppliers. Suppliers will login and see the RFP's from the clients.
Parts of the RFP's will be locked and available only for paid clients and suppliers. The email system has to send alerts to clients and suppliers when new RFP's are ordered.
I need a general quote for now, and will post all the details of this project and all the flowing charts for the processes in a week from today.

Convert Flex site to PHP or ASP-based site
One other feature not present that will need to be implemented. During account sign-up we want the email verification. In other words, a user signs up, they receive an email with link to verify. Pretty standard but not on our flex site.
Also, all current features are expected to remain at least at same level or be improved as developer sees room for improvement with our approval.
