Poker Hand Evaluation

I am creating a piece of software which evaluates the strength of a Texas Hold'Em poker hand. I need someone who is familiar with the rules of texas hold'em who can create the software. It needs to be in VB.net (2008) as I will need to be able to make additions to the code once the project is complete.
The user interface has been designed already, the code needs to be created will evaluate the strength of a hand. The basic requirements are listed below, but may be confusing without viewing the user interface, which will be provided once we have chosen a developer.
1. It needs to return the liklihood of acheiving certain hands. So if you have been dealt Ace King, it should return the liklihood of that hand making a pair, 3 of a kind, a flush, a straight etc
2. It should return the overall percentage strength of the hand currently held.
As mentioned above, it's critical we have a developer who understands the game of Texas Hold'em, so please do not apply without this knowledge.

Online Poker hand history converter

I want to call php function or create php object with parameters (hand history source, output options) return of this funcion/object will be parsed hand history.
It should be nice if programmer is poker related (I think it will be much easier for him to understand this project).

Update Poker Hand Converter
We have a functioning poker hand history converter on our vbulletin forum site, but we need to find someone who can handle updating the script. It is a php script, and it needs to be updated as poker sites update their software and change the output of the text formats of the hand histories from their sites.
The script needs to be updated to accommodate recent changes from these poker sites: Full Tilt Poker, Poker Stars, iPoker, OnGame Network, Ultimate Bet.

This is not an easy project, please only respond if you are 100% sure that you are able to do this project, we already had to cancel a project twice due to a programmer who wasn't able to finish.
