Fix Banner Rotation Script

I have banner rotation script up on my server that needs to be fixed.
I had a programmer here work on it but he did not understand anything. Please... I need a programmer who can fix current script up on server according to problems below:
It looks like it is rotating banners but not calculating the displays properly in my members admin area.
I have had complaints that members do not see any stats that their banner is being displayed or clicked through. The "Exposure" always shows 0 (zero) in memebers admin area.
I need a programmer to look at the script and make sure all functions are working properly. Main script is up on my server and also have rotation code on my main website page.
This includes fixing any problems and testing the script for accurate dispay (Exposure) and click through stats via customer's login area.
basically need whole script checked and working properly.
I will provide FTP and control panel information for the programmer to look at the current script and make any fixes needed.
My budget is not high but I will give a great review and use programmer agin for future projects.

Fix Banner Display Script
I have a banner rotation script on my web site that is now having problems.
When the site loads it looks like the banners are not loading properly and I am not sure if they are rotating like they are suppose to be rotating.
Need this scripted fixed and working properly with all banner accounts I have loaded.
Need this fixed within 24 hours after acceptance of project.

r just under the search box. I would like to also track statistics for the banners. For my clients to use.
I do not mind if the solution is based on open source coding. I just need it to do the job.

I need athe following:
Advertiser can submit his banner automatically after he paid through e-gold. he will select a price as per impression set by admin. Banner will expire after the number of impression being pirchased were consumed.
Admin can add/edit/delete banner and can set price.
example:
$ 5 = 10,000 impressions
$ 8 = 20,000 impressions
and so on..

limit each banner to number of clicks or days etc and also to keep my choice of banner non rotating or rotating etc....
Please tell me what you can do and a ball park idea how long it will take as well as what options your banner rotaion would offer.
I would prefer to have approx 6 banners on the home page as well as 4 on subsequent pages....those with experience on GAF and specifically on banner rotation scripts will be given preference...
