Windows Server Restart Script

I need a script to restart windows server in a particular order waiting for each server to restart before proceeding to the next server in the list read from a file.
Powershell would be my preference for the script, but will accept other alternatives.
The script will be executed from a server not in the list of servers to be restarted.
All servers will be on the same domain.
The script will be executed with an account with admin rights on all servers in the list.
The script should check for a service to be started as a trigger before starting the restart of the next server in the list.
This service can be different for each server in the list and will be specified in the list.
The script should have a timeout value to wait for the server to restart, this will also be a parameter included in the server list.
If the timeout value is exceeded the script will send an email stating which server did not restart.
A parameter will also be specified with the server list to state whether to continue with the script or end if that particular server fails to restart.
An email will be sent on termination of the script stating success or failure and failure conditions.

Windows server monitoring script
We require a simple script written in vbs which is to monitor the output of a webpage on our windows server,
The script will run continuously checking for specific text in page output every 5 minutes. If the text is not found, the script will restart services the follwing services iis, dns and mysql. It should also send an email notification to a specific address.

Setup SSTP VPN service on Windows Server (VPS)
s Server Installed. I wanted to setup a SSTP VPN service but faced some problems where services refused to start, so I'm willing to pay someone to do it for me.
