Convert Pdf File Into Word Doc

PDF file was prepared by a publishing company that went out of business after almost 6 months of updating the original file. I need the job to continue from where they left it. I can't go back to the original document since it will be too much time consuming to proof reading it again.
Word file must match the original PDF file in layout.
About 270 pages.
Need this done ASAP.

PDF file need to be converted to text file or word document.

I need to convert a PDF file back to the original Word doc format. I have tried online utilities and they are not doing exactly what I want. For example, the headers and footers are not text boxes. I need the exact original Word formatting and not even sure if it is possible. I have attached a sample file that anyone can use to show me they can do this project.

The attached file needs converting to ms word format. A quick and simple task. The images can be deleted, but all text and tables needs creating.
