Convert 3 Videos To Web-ready

I'm reposting this as the first of a 3 part project because I kept getting bids for individual sections, so I decided to split it up.
For this part of my project I need someone to convert 3 large videos into web-ready files that I can put on my website.
The longest video is 20 minutes long. I need them to load very fast without compromising quality (no stalling, buffering, etc). I would like 2 different video viewing options - quicktime & windows media.
My main concern is that the videos remain high quality and load very fast. Even if it loads fast but the quality is not there (i.e. pixilated) that is not acceptable.
The size of the video for the web does not have to be very big, about 480x280 pixels.
One the web page there will be an image the same size as the video; when someone clicks on the image the video should load in place of the image and begin playing on the same page (and not go to a different page).
You should be able to provide the converted video files as well as the code I need to put it on my website.
I will provide the videos in quicktime movie format (.mov). If you have any video samples online please send them along with your bid.
