Php Inventory Management

We would like to give you a better idea of what we are looking for so that we may both decide if your services would be best suited for our project. Throughout this email I will be referring to this project as the RAT Board.
The Problem:
Our inventory consists of fresh fish, which have to be sold upon arrival. Items have to be added to, and deleted from the inventory on the fly from multiple warehouses by multiple salespeople. However, the actual accounting and inventory management is handled by our in-house accounting system. What we need is a web page that salesmen can log into and easily view the types and quantities of fish available with confidence. Our current solution does not take into account simultaneous log-ins and thus leaves our salespeople with inaccurate information as to inventory availability.
Attached is a printout of what our RAT Board looks like now. As you can see, there is a table for each warehouse (Miami, New York, Maryland). In each table there is a row for each grade of fish we use. The columns utilized are
1. Total received: This amount is entered at the beginning of the day by one of our salespeople before the selling begins.
2. The total available: This is calculated as the difference between the total received (1) and the total sold so far.
3. One column for each salesperson: This lists the amount of a particular grade of fish that this salesperson has sold today
4. Returns: This column is unnecessary and we hope to eliminate it.
The final column in each table is the “Change” entry. This is where salespeople enter their sales, which are then allocated to their respective column, adjusting the total fish available for that grade accordingly. Currently, the RAT Board knows which salesperson is entering the change because they must log in under their own account in order to view and make changes.
What we have now is fully functional and pretty much gets the job done, however there are some important changes that we need.
1. Currently, the list of fish grades is built in. This causes a lot of unnecessary space since we do not receive or sell every type of fish every day. We would like a way to add and delete rows on the fly so that we can only be viewing the fish that we have in inventory on any given day.
2. We would like a message-board or shout-box type script on the top of the page that would display announcements in real-time to all salespeople. The reason for this is that salespeople have the RAT Board page open in front of them all day. If they want to see any new announcements, they have to refresh the page. We would like a way to alert them of new announcements without them having to refresh.
3. We would like the ability to change the salespeople present as well. We are a growing company and anticipate new salespeople shortly. We would like a way to adjust the table to include these new members.

We are hoping to re-build it from the ground up with our new specifications rather than tweaking and working around an old product.
