One Page Site With Admin Panel

See the attached file for the project details. This is a one page site. Basically, we will add an "EVENT" menu button to our existing site. Then, when visitors click on “EVENT”, they will see the one “Event Page”. Please see the attach file for the layout, and title details. This will have a basic admin panel to upload images and thumbnails and content for the site. The flyer section will be rotating flyers or images that I will upload from the admin panel. All content on the page should be editable from the backend. All I am asking for is an ATTRACTIVE one page with bug-free functionalities. Please bid fairly, if you are interested... Create a one page site with 4 images and text that can be edited by CMS and create secure client login portal.

use CMS, possibly Joomla. The site should have a similar feel to www.pawsandpets.co.uk, and contain the same content, but jazzed up to look more professional.
It should be fairly straightforward to add menu items, images etc. The menu links would need to link to other pages which are left blank for me to add my own data, images etc.
I would expect to see a nice design which may require tweaking in response to user requirements.

the site needs to take this information and save it into the database. there should be an admin area to access the database info and download it as a csv/text file.

The form consists of 7-8 fields with 1 or 2 checkboxes.
The admin will get an email when a new user sign in.
In the admin panel the admin can write an email to all users or pick one or more users and write them an email from the admin panel.
And he can delete or edit users.
It should be based on PHP & MySQL.
