Birthday Sms Service

I need to have a frontend and backend solution written in PHP to run a birthday SMS service through Clickatell or similar SMS gateway.
Need a site where people can register for the service (stored in MySQL or PostgreSQL), where they can upload CSV files with names, birthdays, mobile phone numbers etc. They have to be able to construct own SMS messages with variables like first name, last name and calculated age. Automatically a cron job has to be written to run the birthday script every day, to see who's birthday it is and messages have to go out. Customer has to be able to set preferred time for sending.
There has to be a credit counter to buy credits and to deduct credit for every message send.
Customer has to be able to see outgoings messages planned for the day, week, month.
Customer has to be able to see processed messages from the last day, week, month. With reporting through SOAP integration to Clickatell's reporting module.
Root access to Linux Debian 4 server is available.
All unencrypted PHP code must be delivered as part of the project.
