Act Database Web Front End

What i Need Done:
I'm a small business and need a custom web app developed. I would like a custom web application developed to connect to an ACT! database and for users to see the relevant records related to them. We store an agent id against records to indicate the agent that initiated the sale. We use this to work our commisions for the sales agent. At the moment agents do not have a way of viewing in real time the customers they have signed up. I'm looking for a web app where an agent logs in with there own agent ID and can see the customers that they have signed up within the ACT! system. The agent ID corresponds to the agent number we record against the record.
What I already have versus what the provider will build:
At the moment we export these records into excel and then email these to agents. But this can be very time consuming. I'm looking for a simple way for any agent to login and see the records assigned to them. I can provide the excel output for you to see what we currently send out. It's not great and i'd like a more interactive real time way of being able to do this.
Other context/requirements that providers will need to know:
The database is an ACT! database which is a SQL Server Express 2005 Database. Database connection is via OLEDB using the ACT! provider. I have the SDK for ACT!. I belive the programming for this will have to be done in .NET. This si the first phase of the project. Once this has completed there will be more requirments where i'd like agents to be able to actually see the commisions they are receiveing but this is dealt with by another system. On succesful completion of the project the Source Code will belong to me. There may be a requirment to integrate this first project with our existing website.
I will provide the ACT software for you, and you will also get the SDK. I can provide a Virtual Machine with the software and database pre-loaded on it. A NDA will need to be signed as the database although (it is a test database) does contain some personal details, but i will remove these where i can. Our live database has over 200000 records and the test database will have only 6000.
Specific expertise that I am seeking:
I don't need any fancy website, just a simple webpage where someone logs in and they can view the records that belong to them. And possibly a date filter option. I belive a .NET programmer should be able to do this with relative ease. If you know ACT! software and the database setup then that is beneficial too.

Fix Ms Sql Password Issue
how it was yesterday. I dont know why changing the password to the database file would change the password for the user logins?
When we try to login to our event planer we get the following error.
