Unique Domain Script

Hello,
I need a unique domain availibilty checker script. It is different than normal availbility checker so please read carefully.
I will need it to check 10000000 domains , As I know there is no way any service will allow so many bulk checks from one ip i want it to work this way :
1. I will upload the txt file with 10000000 + through ftp to the script folder.
2. Script should be able to do these many checks within 20 Days ( 20 days = 17,28,000 second ) Meaning around 7 checks per second .
3. The script will check each domain one by one by pinging the domain like
ping domain.com
And if the reply is with some ip address this means the domain is registered and has an active website.
THE SCRIPT SHOULD KEEP THAT DOMAIN IN THE LIST.
THOSE DOMAINS WHICH DO NOT RESPOND TO PING EITHER MEANS THEY DONT HAVE ANY WEBSITE ON THEM OR ARENT REGISTERED , THE SCRIPT SHOULD REMOVE THOSE DOMAINS FROM THE LIST.
I only need the domains which are registered from that list . Once it is finished , I will download the .txt file from ftp which will only contain the domain which have an website as they responded to the ping .
4. Script will be running of a shared hosting , So I want it to use minimal resources, Perhaps run through cronjob every minute and not cause any problem causing me to get banned. Even if it takes 25 days to check that many names its ok.
5. I would like a feature where i could pause the script and download the result till then and click on resume and the script will remove the previous result and start from where it left .
