Easy but Good SEO Job

This shouldn't be a very expensive SEO job, as I believe it is only in our keywords, title, and description the problem.
Right now we are only interested in Yahoo, and MSN. We only need SEO for one keyword "free search engine submission" (domain will be provided in PMB). We currently rank in the 20's in MSN, and in the 60's in Yahoo.
The website isn't lacking one way links, we have 3,674 links in MSN, and 2,670 links in Yahoo.
We would like to be in the top 10 for this one keyword. We have changed, keywords, title, and desciption and have reached the low 20's in both search engines, but were doing testing, and now getting further back.
Payment will be made through escrow and released once we see 1st page results. This should not be a hard task, and only someone with SEO background will be chosen. We do not want someone with IBP, or those sort of programs that says "I can do it"
Also you will need to provide a time frame with your bid. I do understand our website seems to be re-indexed around every 14 days.
Once again URL will be available in the PMB.

If these keywords are too difficult to rank for, I’m open to focussing on a larger number of longtail keywords as well, as long as I’m getting alot of targeted traffic to the site.
