anonymous email script

I need to change an email script that will throttle email at 500 emails/hour instead of taking the whole list at once. Very easy. Ahh- and also some minor minor html edits.

Addthis use this system with Gmail, Yahoo mail, Hotmail and AOL mail.

But I would like to know if it is possible to do with other email providers too.

Because I would like a script that worked with Mail.com and 2 other providers.

I want to add the following functionality

1. CC,BCC
2. Upload an attachment
3. Ability to enter the message as html if desired
4. Ability to enter several different email addresses in the "To Email" and for it to send out a separate email to each person

This needs to be able to check for email for any specific time set by the script (ex. 2 minutes, 5 minutes, 15 .. or more)
