MP3 peer to peer program
Required skills: PHP, C/C++, Visual Basic, Script Installation, Website Design
I do not know a thing about web design, so The specs (Java, C etc...) may be wrong.
Basically I am looking for a program like the one at http://www.mp3musiq.com/?hop=itcheeban that allows me to charge as they do, either a one off payment, or monthly amounts.
I would like it if when they cancel their subscriptions, or monthly payments stop then their program stops working. This is sort of like a limewire/kazaa service, with a small program that sits on their PC and searches existing networks (ie. gnutella).
I would like a price for the design and completion of this project in full, and installation to my (already purchased) host.

Clarifications:
The files will not be on the server. Only the peers will have the actual files. If it is possible the server will update the status of the files when the a client makes a connection (peer count of users have the file and when they dont have it, or move it etc), however it is not necessary.
