Website Copy and Conversion to HTML and JavaScript

We have an existing, pre designed website that is to be converted to HTML and JavaScript.
We do not have access to the FTP site so cannot supply the files directly.
The site is the following http://tinyurl.com/7tb2hkm
There are flash elements in the existing site that we want replaced by the JavaScript equivalent as this site needs to work on mobile devices that do not support Flash.
We do not have a large budget so please quote your best price to supply all of the features described.
We would like this project completed within 7 days.
You will be required to help with/perform deployment of the site.
For Freelancers that we have not worked with before we prefer to pay upon completion of the project but this can be discussed.
You will need to have examples of working solutions that you have done previously. Please do not quote on this project if you do not have experience or cannot deliver a finished, working solution. If you send URLs to sites that you have done, please ensure that they work.
All deliverables will be considered 'work made for hire' under U.S. Copyright law. I will receive exclusive and complete copyrights to all work purchased.
The site will need to be tested and must work on both Mac and Windows platforms and in all popular Internet browsers.
