Need someone to complete the development of my PHP Website

I need someone to finish my website. I posted this project 2 months ago but the freelancer couldn't be trusted and as a result, i lost a lot of time and money.
My website is restaurantscoops.com which is a marketing site. It lists restaurants for a city and shows offers on those restaurants. Customers choose the offer that they like and purchase it. It produces a certificate with a unique code. Customer prints out certificate and take it to restaurant and redeem.
Tasks are
1) fix the list page that shows the restaurants. Make the restaurant image smaller, show the address, telephone number and a little description on restaurant.
2) when users clicks on restaurant, it brings up restaurant detail page. This shows offers on the left hand side. For some reason the currency symbol doesn't show. That needs fixing. Maybe the database field type needs to change. I need to integrate Facebook like feature that shows the photos on the left hand side. the images for the restaurant need to be smaller so that they fit into the boxes.
3) Fix registration page and change the layout of the registration and log in forms.
4) once logged in, the profile page should include my profile information which can be changed, and the offer certificate purchased. customer clicks on the certificate and it shows the unique code and can print out certificate. i have the layout that i want.
5) Ensure shopping cart is fully functioning. At the moment it is working but needs slight tweaks. User adds the certificate to cart, they can continue shopping or go to checkout. Here i want a feature where customers who bought this also bought similar items feature. once proceeding to pay, users can either log in or register. once logged in, they have an option of 2 payment gateways. One is standard paypal express where the user clicks on paypal icon, it takes them to paypal site, user logs on and pays and then gets redirected to a page on my website saying that you for your order. The other payment gateway is paypal website payment pro or standard. Here the user clicks on pay now, it redirects to paypal payment gateway servers which shows a configure webpage that is similar to our side, user puts in payment details, clicks page and is directed back to our website. They don't need to log in to website payments pro.
6) i need the admin section sorted out. When i enter a new restaurant, i want an option to enter opening hours, menu, etc. i Also want a few other little options in the admin section fixed or tweaked.
7) Need a newsletter feature. Where the admin of the site can send customers a newsletter detailing new restaurants in their area of maybe special deals where user enters a promo code in the shopping cart.i think the freelancer was going to use phpmailer. don't know if he configured it.
Most of the work is complete. I just need someone to finish it off for me.

My programmer has more projects than time, so I need someone to complete my site. The newest version of Magento has been installed and the PSD's have been spliced.
