Volusion - Sign up to Our Newsletter Pop Up needed

I have an online store with Volusion and need someone which is familiar with the volusion interface to create an add on feature for me.
I would like to get a pop up added onto the homepage, which prompts customers to sign up to my newsletter in return for a store credit.
This is how I would like the process to work
1. So when a customer visits my site, a pop up shows and asks customers to register.
2. Once the customer has registered a credit of £xx will automatically be applied to their order
3. This applies to new customers only and the store credit is valid for one use only
4. Once the customer reaches their basket, the store credit is activated and deducted from their account
I would also want the following:
1. An option to close the pop up box incase the customer does not to sign up
2. Ensure the pop up only appears once to that IP address, so if the customer revisits the site it does not show up again.
3. The customers details to be set up as Opted In to receive all newsletters
4. A store credit to be added to their account with immediate effect
5. Customer can only receive this offer once per email address

Create a Pop-up Window in Volusion Store

So i would want in that pop-up window depending on the dollar amount that has been set to show customers how much more to add to cart in order to qualify for free shipping. Install Pop-up Exit Survey On Website
should not take you more than 30 minutes - 1 hour to implement because I have the code, I just need someone to write a quick JavaScript pop-up script. I would prefer that the script for the pop-up not be coded on the HTML page itself, but be called.
Furthermore, the exit-pop up will need to be installed on 3 pages on the website where the form appears.

Cookie Pop-up
Need someone to create me a Cookie Pop-up that pops up when a link is pressed, I need this pop-up to pop-up once a week for everyone.
I need the cookies to reset every Monday at Mid-day so if a member clicks the link at 11:30am on and again at 12:15pm the window will pop-up both times but then not again till the following week.

Pop up script
