Need Perl Developer to add a function to program

I have a timesheet program that I would like to change. The timesheet is written in Perl and hosts it's own DB.
(1) when a user submits their timesheet, it should be saved as "pending_approval" instead of "submitted_file", and it should maintain the week's data until it has been approved by the supervisor.
(2) then email the "pending_approval" to you for approval/disapproval. The e-mail should have links for approval or disapproval.
(2.1) if approved, the "pending_approval" file will be renamed to "submitted_file" and once saved, the temporary files or pending files will be wiped clean for next week.
(2.2) if rejected, the program would remove the "pending_approval" file, email the user (currently I don't think the users have any emails defined for their login, we will need to update the user creation module) about the declination with a link to edit the timesheet again. From there they would submit it again after they fix it. It would then loop until it is approved by the supervisor.
I would also like to create an admin page so that you can see a pending list and approve/reject everything from there, instead of having to rely on e-mail as the only option.
There will be more work after this initial job.

What I would like to do is under the "Register" page, I would like to add a way to take credit card payments online, or simply link to my Paypal account. I need to be able to have people come and pay online somehow.
Additionally, I would like to have an area on the payment section where people can input a code (I only need one code) to save 10%.

Add Rating Function To Website
o be able to delete, edit or add a review. I would also like to be able to add a picture for the review. So if a user adds a review that is not in the system, I can go back and add a picture to that review. I would like to be able to add different catagories and products. For each review, i would like to be able to add the meta tag information.
