php text-based strategy game needs completion

I have a text-based strategy game written using the SmartyPHP framework. A majority of it is completed, but there are still some additions and changes that need to be made. They will most likely be done is several waves.
The game goes through different epochs of time from prehistoric to space age. It can be seen at http://evolutionofwarfare.com
Wave 1 will be to make the game completely playable.
-The main thing needed for that is the completion of the attack system. It will be a fairly complicated algorithm that takes into account different classes of units with strengths and handicaps against other classes, as well as the overall army size, and a random luck factor. Each attack also occurs in 3 waves, the first is long range weapons such as siege and artillery, and snipers in later ages, the second is medium range such as archers, and standard gun-bearing infantry, and the third is hand-to-hand combat (although that may be most nonexistent in later ages). Each wave units will die. A final score for each side will be calculated at the end to determine the winner. There will be casualties on each side. If the attacker is victorious, he will win spoils of different resources, can take some prisoners that will add to his citizens, and can destroy buildings, all depending on how much they win by.
-There is also a turn system needed as a way to keep time. Each building and unit takes a certain number of turns to complete. They also get income per turn.
*details need to be discussed, may be done via cron or a separate system...please suggest what you think would be best*
-Next we need a template implemented. We have the code for the basic design, it just needs to be added to each page, and edited slightly to fit each page.
Wave 2 will add a few more of the more urgent features that can be added as play starts
-The first step of this wave will be a spy system. Details will be discussed later, but the basic will be to send units to spy and get an idea of how big someones army is and how many resources they have before attacking them. There will also be sentries for spy defense that can capture and kill spies.
-The next step is the alliance system. Users can start an alliance that will have a small info page with an avatar and some info and a link to a forum if they want. The leader can set some specs for the alliance such as invite only, or allowing people to request to join, and can also set custom ranks and promote people. Each alliance can have allies and a black list. Also if a user is attacking someone who is in their alliance, they should be warned (it is still allowed to attack, just an information box to make sure they're aware)
-The next fairly simple step is to come up with a ranking system to list all the users by, and give each person an overall rank.
Wave 3 will be to add an extra fast-paced minigame competition that has an entry fee and real prizes available. More details will be discussed later.
This will be an ongoing job if we like your work. After the first wave, we will release and start to advertise and get players. The next updates will need to be made while the game is live. 2D Web Based Strategy Game
Just wanted to know if anyone has been involved in the completion of a web browser game (similar to www.travian.com), and I guess, more importantly, what sort of project budget would I anticipate.
The web game would be 2D, and another example to look at is www.kamikaze.com. Effectively, the strategy game works on the basis of resource management and battle.
