Delphi 7 Convert C DLL Header File

I need a developer who can take a C DLL Header file and create a Delphi Type Library File so that I can utilize the methods exposed by the DLL. The DLL is produced by MagTek and is related to the interface to the MagTec IPAD SC Pin / Credit Card Reader. The files that need to be converted, including the DLL and header file can be found here. http://www.magtek.com/support/software/programming_tools/
I need the equivalent of a Delphi TLB file that would be created by importing an Active X. Unfortunately, this DLL is not an ActiveX.

The code should take into account the specificities of this kind of communication, more specifically the memory allocation and freeing.

Convert C++ function into LabVIEW (SHA256)
is not a requirement for you to create a sub-vi for each function that I call. i.e. If you wish to create a sub-VI for the inline function "int S(int x, int n)", by all means feel free to do so.
My only requirement is that I can call the LabVIEW function which you write from the main function and get the same result as if I called the c++ version of the function.

Update Legacy Delphi 7 App
is connected via IbObjects. Reports are with ReportBuilder (DigitalMetaphors).
The scale of the task is:
a) Around 80 Database tables, most of which are small code tables.
b) The app comprises about 100 .dfm (forms) and 100 .pas files
c) There are say 50 reports.
Most of the code will be OK with just a search and replace on the primary key names. Anyone with experience with Delphi and Ibobjects should find it straightforward.
The scale of the task is:
a) Around 80 Database tables, most of which are small code tables.
b) The app comprises about 100 .dfm (forms) and 100 .pas files
c) There are say 50 reports.
Most of the code will be OK with just a search and replace on the primary key names. Anyone with experience with Delphi and Ibobjects should find it straightforward.
