Drop down top element on website - HTML / CSS / Javascript

I'm looking for someone who can deliver the code (HTML / CSS and Javascript) so we can incorporate a "top bar" such as people per hour have.
The people per hour website have a bar which appears after the page has loaded, it shows up above the website and can be closed by clicking on the cross. On that website it promotes connecting by Facebook, and I'm looking for someone who can come up with a couple of simple designs based on requirements. It will mainly be text but we may want to promote
a) Enter your email to register
b) Connect with Facebook (Facebook integration is already done)
I expect there is some open source code for this, or it can easily be recreated, but I don't have the time to look and sort this out.
Please let me know if you have experience of this etc

1. On all browsers when on the active subpage and you hover on other parent items, their sublinks are not appearing
2. In IE7 their is a z-index issue where the menu appears behind the content
3. My code also has too many hacks and overrides. I would like this done clean.
