Setup of Email server with rotating Ips using Qmail MTA

You are expected to advise us on the best path in order to setup SMTP servers and MTA for an autoresponder platform.We don't know if the best solution is to have dedicated server with separate ip for the big clients (over 50k subscribers) or to distribute the email sending randomly by several servers so you are also expected to provide the best solution for this
We will have client plans with unlimited email sending (5000 / 10000 / 25000 / 50 000 / 10 000 subscribers) so you need to come up with the best solution in order to cope with this kind of load (cloud hosting ?)
We're looking for someone that can integrate activecampaign with MTA to send bulk mail, and manage multiple SMTP servers.
You must know how to handle bounces and get us into the inbox as well as integrate the MTA with DKIM,SPF,Domain Keys.
We want activecampaign to control multiple servers and pick and choose the IP and domain distributing the load by all.
It needs to have a send speed minimum of 250k per hour per server.
Don't bid unless you absolutely master e-mail marketing and know the best practices to keep the ips whitelisted and guarantee above 90% delivery rates. You are expected to have previous experience with setting up email servers for high volume sending and to prove this.

Finish the setup of a server hosting 4 sites with SSL Certs.
the functioning SSL their is a script of some sort that is forcing the links in the html code of the site to change dynamically to SHTTP:// instead of HTTP:// to ensure proper security. We would want this removing as it prevents certain things from happening.
We also require a robot script putting in place to prevent google from searching our sites whilst they are being created. We would need details of how to remove this afterwards too.
