I builded a website for a private club, that allows members to view streaming videos (using DailyMotion Cloud service).
The current work involves no graphics or CSS.
The problem is, while I master HTML, CSS and Javascript, I don't know much about PHP, MySQL, custom CMS and Paypal API. So what I need is somebody able to implement a simple user accounts system (log in, or register, with e-mail confirmation for account activation). Once logged, the user should be able to buy credits (1000 credits for 10$ CAD no tax, 2700 credits for 25$ CAD no tax, 5600 credits for 50$ CAD no tax, 12000 credits for 100$ CAD no tax) via Paypal. Once payment is verified, credits should automatically be added to that user account. User can buy more credits at any desired time. Then the logged user can buy the right to unlock a video for 24 hours (215 credits required per Recent Movie, 130 credits required per Old Movie, and 90 credits required per TV Show). 24 hours after a video is bought, the user should buy it again if he desires to watch it again.
Programmer should also develop a custom admin CMS interface where I can create, edit or delete a new video in the database. While creating or editing an entry in this CMS panel, I should be able to upload a picture, the video title, the video genres (classified by movie genre, can select many, like example Horror and Suspense), a long video description, a text input for the trailer on Youtube (my Javascript will handle the displaying), another text input to enter the DailyMotion Cloud streaming iframe code and finally, a quality indicator (from a drop-down list, ranging from poor, to low, SD, HD 720p, or HD 1080p). To handle movie genres, there should also be a place in CMS where I can create, edit or delete a genre.
In CMS, I should also be able to easily add free (variable amount) credits to a specific user account. Example, add 300 credits to the username "jonathan45".
Programmer should also create a search field, where the visitor can type words, and where video entries containing at least one of those words are appearing on a search results page.
I will prefer to select a candidate who has a bit of experience with the DailyMotion Cloud API, because I may also need a bit of help with that part (if that is the case, I will unlock proper extra budget). I would like to rely on the same person for all the work.
DailyMotion Cloud service is offering free trial on their website, so if you are interested but has no experience with it, maybe you can take a look or a try.
Also, note that there is no urge for this project. You can make it in parallel to another one.

Custom CMS Development - Image Folder Component
