perl/cgi voting poll

sed we need some PHP knowledge, but we don't know any, in fact we're using Frontpage to create our page, because it's supposed to be very simple except for this one thing. What we want is to be able to put up pictures sent to us and visitors vote on them from 1-10. We'd remove these pictures at the end of the voting period and place them on anther page so visitors can see who is ahead. We'd also like, if possible, for visitors to be able to vote only once a day.

Looking for a custom PHP data voting/poll with live display graphics that will interface with my admin panel.

I'd like it so that you have to vote to see the results, and you can only vote once. Would prefer the information for the votes to be stored on a database but its not totally necessary, as long as the data is secure.

A little animation might be nice, with the two pieces of the chart bouncing in.

Here are the details for the project:
1. You go to the website
2. Scroll down to the middle of the page to see the ONE poll question
3. Click the "VOTE" radio button for our organization and click vote.
4. You can also click the "Result" button to see the current voting counts for each of the organizations in the contest.

My pages are in HTML on my site. I need a voting poll. The Vote (Vote Input.jpg) will have a max width of 165pix. The Vote (Vote Results.jpg) results will be a max of 715pix.

People can click as many as apply. When they click vote, they will be directed to the results page. Make sure calculations are corrects since this is to better my product.

I will insert the script in my HTML.

if you select one it should store that info in the database and show it for the admin to see the results.

I can provide IP list matching geographic areas with IP addresses or if you know of a good free IP to geo list please mention it. (btw: I know IP lists are not 100% accurate)

rtant are price and simple connection to facebook funpage and possibility to add comments to each entry. Simple yes/no voting poll with bars or pie chart (red/green). Few subpages with about author/ recommended books/fav links...
And last thing... project must be open for future addons/plugins/advertising ect.
