Build a membership and referral website with networking site

I have a website domain name but im not sure if that is all you need to do this project. My host provider is godaddy.com - I am trying to build a referral affiliate marketing website where members click links to shop at thousands of online stores.
I need to use it to build a website where people can come and register and join as members for free. They join by providing their email address and confirming it by logging into their email account and then clicking the link. Also they can register their own unique non-repeat desired User ID and password. They can also put their first name, last name, country, street address, city, state, province, territory and zipcode. This is all on the registration page, also I want a "Are you human?" word verification system where new potential members must verify that they are real members. This is only the sign-up page. Also it should ask "Who referred you?" and new members type in the account of the person who referred them. I dont know if I need something more (like a web server of my own) but I want at least a million members to be able to join without a problem.
I want each new member to have their own personal page when they log in and they can upload their own pictures and add friends (which are other members of the site) and write their personal current status and send messages to other members. I also want members to be able to refer other potential members in a downline with unlimited generations and referrals with their own automatic custom referral link. Each member must be able to know who they referred and who their referrals referred. They must know how many people they referred too.
I want members to earn play points whenever they perform a specific action. These points are not real cash but just "play points". I want a tracker so whenever a member spends money on a online store, they earn these "play points". They earn 10 "play points" for every $ 1 they spend. Refunds and returns do not count. So if a member clicked a link and then it goes to a online store and spend $ 233, they earn 2330 play points added to their account. I want a link that says "My Play Point Bank" where members have there own personal link and can click it to see their transaction history and see what specified time and date they earned their play points by spending their money. On top, it should have the total amount of play points they accumulated during their life time.
Members earn these play points up to 5 generations down from their referrals too. So if a member earned 1000 play points, only their direct referrer and referrers connecting 4 more generations up also earns 1000 play points. Not everybody earns from the 5 generations up but only 1 person per generation. (The ones who connects them). All members can earn an unlimited amount of play points from unlimited amount of members from everyone only from their first 5 generation referral downline. Each earned play point is stored into their play point bank.
I want the site to have a search engine so if a member is looking for a store, they just type it in the search and the store shows up. Then they click the link in the search result and can go directly to the store. Each clicked link must be tracked and if they buy something, members are awarded the specific play points as said before. Members can also add stores to their "My Favorites" section. We will talk more about the site's "sections" later.
I want the site to look very attractive and cool to make members want to keep coming back. I want the site to be split into sections such as a Home Page, a Community Page, a Deals Page, a detailed Referral Page and more that can be discussed later. Each of these sections have their own sections so members can go to a specific destination.
I want administrative control on everything on the site. Please tell me if I need additional hardware or software or change anything. Tell me how you are going to build it. We can talk about the specifics later

We will privilege the CMS based solutions (joomla, wordpress, drupal...), if you can develop a component for one of these CMS that fits our need, it will be great. For the moment, there is no online payment system but we may ask for it later as another project if this one goes well.

it is a combination of the words cerebral and library.... so the design should take that into account... something to do with science... perhaps an open head with books or scientific instruments coming out. I am open to a few suggestions.
